If it's over $250, PayPal buyer/seller protection requires Signature Confirmation on a USPS package. I put it on everything, though. But I'm selling items that aren't jewelry.

Your local Post Office or the buyer's PO should be able to answer what happens if the package remains unclaimed for 15 days or whatever. I presume that if it's insured when sent, it would also be insured on a return trip to you. The USPS collects a lot of insurance money that no claims are ever ever filed against. They charge enough for insurance! Surely they can pick up the tab for the return coverage.

But I'm going to go to all my auctions and ads and add "Sig Conf / Adult Sig is REQUIRED for this package. No p*ssing and moaning about it, please." >;-D

per http://pe.usps.com/text/dmm300/507.htm, it's:

"Refused*
Addressee refused to accept mail or pay postage charges on it."

I think it says that the package will be returned to you, because it's refused mail.

http://pe.usps.com/Archive/PDF/DMMArchive0810/F010.pdf is old but I think that the Sig Conf and insurance are still Special Handling and read the bold parts, lol:
Quote:
Special Services
4.5
Mail with special services is treated according to the charts for each class of mail
in 5.0, except that:
a. Undeliverable-as-addressed certified mail is treated as First-Class Mail.
b. All insured First-Class Mail is forwarded and returned at no additional cost. All insured Standard Mail and Package Services is forwarded or returned.
c. Parcels with special handling that are undeliverable as originally addressed and forwarded to the addressee continue to receive special handling service
without an additional special handling fee.

d. Undeliverable-as-addressed return receipt for merchandise mail receives the treatment appropriate for the class of mail of the host piece.
e. All registered mail items are treated as registered while they are being
forwarded or returned.

So, I believe the same applies to insured packages returned to sender: On the return, they're treated as the same class sent. But I can't find the exact policy that applies here.

Ask / search at the ebay forums. Probably somebody has dealt w/ jewelry mailed the exact same way and will know the answer.

Wasn't refused...she wasn't home to sign for it despite me sending her tracking info and telling her to track it to be sure that someone would be available to sign for it - she NEVER wrote back...all this time later she is just being rude (in my opinion). If they come back to me I will just keep them. I think I have had enough of ebay for now. :0( xo

i will do that (call PayPal) and see what they say ...this is really making me anxious. I hate that we can do everything - communicate etc. and ship on time etc. and a buyer can be a complete rude whatever...and I cannot leave neg for them? I am quite sure she will say something about bad communication or rate less than 5 stars when all I do is message her...and no reply from her until I requested contact info (the kind that gives you a phone number etc.) - THEN she wrote back - which is usually the case in no contact situations. Then they have the nerve to mark less than 5 stars on communication?

Did you call their post office or yours to see what they will do with it? Or did they deliver it on Monday or Tuesday?

hey there. I called the contact number ebay gave me for the bidder/buyer...and only got voicemail - left a message to please message me to let me know if they will be picking up package or if they called the USPS number tracking provides to reschedule delivery for a time convenient to her - and reminding them that this week the package would be returned to me etc. NEVER heard a word from her. So just yesterday, I called the 1800 number at USPS myself to ask if they could just turn the package around and back to me - they said on the 15th day it would automatically come back - I didn't need to do anything and they told me it would be insured and and trackable and require signature upon its return to me - so I felt better about it. well, I happened to hit the track button that very afternoon and it said "DELIVERED" ...what do you know about that! NO message to me ...nothing...This entire transaction was very disturbing. As my listings are expiring on Ebay...and I have not relisted - I am taking a break! :0(

yeah, it really is not fun anymore. I might just hold onto the things instead of ever relisting. Plus, it never fails that I reorder a perfume or whatever because I sold it. :0)

p.s. I am not leaving her feedback until she leaves me outstanding feedback - my mama taught me if I have nothing nice to say - say nothing at all.... but, ruffle my feathers and you don't know WHAT will fly off my fingertips.
